I'd like the Options and Messages popup to restore to my customized size settings. I don't like the default restored state and I don't like having to resize it every time I get a runtime error.

I also find the dialog to be inconsistent. In some scenarios, the grab handle isn't available. I have no idea why. Now that I try to repro, it always has grab handles...
