I'm not quite sure why one would want to, seeing as DreamSeeker allows a huge amount of flexibility, but if one were to override client Command proc, wouldn't it be possible to use a custom client without building any interface support?
On another note, does anyone know if BYOND supports MCCP?

You could definitely make your own client, if that client parsed and handled telnet data to generate everything. No, MCCP isn't implemented natively in any way.
