world/Topic() spam filter

Issue hasn't been assigned a status value.
It would be nice allow certain IP Addresses to bypass the spam filter. Also to let the list of IP Addresses be changeable while the game is running.

That's why I resorted to using my own DLL/SO file for sockets, gave me access to a lot more goodies, like larger packet limitations and POST support.

Definitely +1 on this request.
