Descriptive Problem Summary:
"Note that procedures that are called by the background procedure do not automatically run in the background unless they too have the background setting turned on."
This is in the reference for background setting (proc) and just seems a bit confusing.

It means that if you call a proc, and it doesn't have set background = 1, it won't display the loop/wait behavior.
