Descriptive Problem Summary:
All macros are ignored with interacting with a file menu, the file menu is prioritized over game macros.

Numbered Steps to Reproduce Problem:
Press a button which triggers a Key+Down macro.
Open something in the file menu.
Release the button, triggering a Key+Up macro.

Expected Results:
The Key+Up macro should trigger while the file menu is open.

Actual Results:
Windows will play an error chime and the Key+UP macro will be ignored. All macros are ignored, instead using key inputs to navigate the file menu.
