You see a little tearing in the background, and also a bit of silence. Not silence of just words, but also the background. His lips are still move during this.
I am unsure. What is everyone's views? I'd just ask people to do a bit more research. Or, even possibly get the whole video and find the segment in question.
I'll probably do that in my own time. Just seems odd. I've found it very difficult to get adequate information on the bill without sensationalizing/disinformation. That's why I skepticism might be warranted in these situation.
If it was slightly altered, it'd just make me question motives.

The FBI do investigations for months or even years to track down individuals, this bill would be used to get rid of the people that we don't want in our country. The reason it's worded the way it is is to make it so that these people who are obviously not supposed to be in our country due to the dangers they impose can be dealt with immediately without having to go through the due process of law which would give other countries time to respond.
That's just my thoughts, I guess.
It is a scary bill, though.
