Descriptive Problem Summary:
Reported by Aaiko (3390, see comments). Without pixel movement enabled, if you hold down a directional key and tap another one, a good majority of the time, the key you tapped will not register.

Numbered Steps to Reproduce Problem:
1. Hold UP
2. Tap LEFT
3. Watch LEFT do nothing a majority of the time

Expected Results:
For the tapped key to register, before going back to the key being held down.

Actual Results:
Tapped key doesn't register.

Does the problem occur:
Every time? Or how often? 100% of the time for me, 90% for most others so far.
In other games? Yes. Feval is an example.
In other user accounts? Yes.
On other computers? Yes.

When does the problem NOT occur?
This problem always occurs for me.

Did the problem NOT occur in any earlier versions? If so, what was the last version that worked?
489

Workarounds:
None
I'm yet to have any problems with it,
Maybe because I'm using 32-bit?

Try tapping it faster. Be a ninja. If it's still working for you, you may indeed be providing a clue as to where the problem is. Also make sure there's no pixel stuff being used, and try it with a fresh dummy project.
I'm running an environment with just a white block for a mob, tapping the key while holding up works fine.
That's really strange. Three people experiencing this problem and one who is not. Maybe we can get some verification on if it's 64-bit specific.

And you're using BYOND 490?
Mhm
I see that this says it's been resolved. Unless you mean resolved for the next version I highly doubt it's resolved.
Resolved on my end.
