I know that they do consider this spam and abuse of the pager, if it's sent to multiple people, as it's unwanted and unsolicited. It also gets him referrals on the website for extra space.

It's not just your brother (lol) sending these messages. A lot of people do them for various things. There have actually been a few suggestions on how to handle these, my favourite option (seems to be missing from the feature requests >.<) is that you have a toggle on accepting mass pages, mass pages being defined as paging more than X people.
