Of course, it was just an example. I don't expect it to actually work. I was assuming local chat would always be in-character since he mentioned that it's a roleplaying game, in which case talking globally would obviously be out of character.
Actually, the pop up window was a cheap replacement for the statpanel. Since I'm out of school, I had more time to work a little on the HUD. Added a few things.

The "!" button lets you report other people to the admins. I also implemented my "Press enter to talk" idea and deleted those ugly bars at the top & bottom.
Alright that is a lot better. You're off to a good start now. For the health/energy display I recommend using something other than bars for both of them. You also still need something to hold your 'HUD' elements. Hmm... I couldn't find the best ones, but here are a few images to hopefully help inspire you. The last one is my favorite.

I think the first shot looks great, and the last three look horrible. Usable for sure, I just think they are ugly :(

Gamer, I think it would look a lot nicer if the letters on your buttons were all the same height/size...

But... that would ruin the Harry Potter feel. D:

In Hazordhu, being pretty serious about RP, you don't know names automatically. You give people names yourself that only you can see. Because of this, the status bar had to go, and a custom status bar that updated with MouseEntered was necessary. Plus, it blends in with the rest of the interface.

Hmm...I see what you mean. Maybe you could have all the letters fit -mostly- into the same space, but have curlies or whatever coming off them? Just look at the font of this text...the spacing and height is clearly uniform, but letters such as L, T, P, J etc go "outside" of the lower-case space.

In particular I don't like the "say" button because the S is smaller than A and Y
