I think that hosts should be able to get admin, since a lot of the times the servers are adminless, and the host is on all day long but with no powers.
And to make it so it works on shells, so it isn't made so the person who's on the hoster's machine only get host powers, it should either go by key or by a savefile or sorts.

Or disband server. There will always be admin around for you all to tattle.
