On leveling:
Totally revamped, no more class selection at the start of the game, every skill you level contributes to your overall level. And each time you level you get extra health plus the ability to get either more health, magicka or stamina.
Like in Fallout 3, you choose a perk each time you level up.
Unlike Oblivion, where the level cap was 25, you can go up to 50 in Skyrim -- You WILL still be able to level up, but in a super slow rate.
On skills:
Mysticism is gone, which likely means no more Soul-Trap. :(
18 Skills. Less than Oblivion and Morrowind.
Tries to accomodate players who want to specialize in a certain proffesion (like mage or thief), while at the same time giving room for players who like to do plenty of everything. They want to keep a special care so that this feels good, not prone to cheating and organic.
On the story and lore:
The game is set 200 years after Oblivion, and it's also a direct sequel to it. Set in Skyrim, a snowy region located north of Cyrodiil. Skyrim is the region were the Nords live.
Dragons. Yes. Dragons. Do I have to say more? Oh wait. You are a Dragonborn, and you are gonna be trying to stop the wicked dragon god.

Enemies includes - Dragons, Giant-Spiders, Were-Yeties, and some other awesome creatures.
On combat -
The combat is more dynamic and tatical. You assing each hand with a function, which means you can do the following: Use one hand for magic and another for weapons, one for weapons and another for shield, or dual-wield.
Each weapon feels different, which means that not only the texture changes, but the way you use it does too.
Waste stamina sprinting.
Quests -
They are dynamic now.
The game eventually logs a huge storehouse of knowledge about how you've played, and subsequently tailors content to your capabilities and experiences. Entering a city, a young woman might approach you and beg you to save her daughter from kidnappers. The game will look at the nearby dungeons you've explored, automatically set the mission in a place you've never visited, and designate opponents that are appropriately matched to your strengths and weaknesses.
OTHER -
You can now actually play in Third-Person.
5 cities. Yes. 5. CITIES. Not 1 Cities and some towns, like in Oblivion.
Dragons may attack cities and random times.
Cities may be presumably open due to that.
Dungeons are unique, so they don't look the same anymore.
No more zooming in conversation.
Option to completly remove the HUD in first person.
Start a conversation with some and they will act like someone would in real life, looking at you occasionally and walking around a bit and also continue doing a task if they were doing one while talking.
Weapon smithing. No description needed.
Fast travel will still be in.
Level-scaling is back, altough it works more like it does in Fallout 3.
Jobs. FUCK YEAH.
Dynamic Shadows.
Radiant AI.
Improved Character customization, you can now modify your body instead of just your face!
10 races to choose from.
Kids.
Finishing moves.
Beards.
New engine, snow falls dynamically now.
