Expand negative text indices to text2ascii

Issue hasn't been assigned a status value.
As per the great implementation of ID:727857, it'd make sense for text2ascii() to have this functionality as well.
It's a text function that does ask for a position, easier to access the last character when it's -1, and so on.

++ It only makes sense that every proc that operates similarly would behave similarly.
