HTML is the font end. CSS styles the front end, Javascript is a client side script and PHP is a back end language.

They make up the core together...

It depends on how you define "core".

It's possible to make a functional site with just HTML but there's no way to make a functional site with just CSS, just JavaScript, or just PHP. HTML is certainly part of the core but it's not hard to argue for anything else on the list to be considered "core".
