Nope. In SC2, those drones have a 2-7% chance of appearing randomly every game day, or something around there, getting higher as time goes on. It's at 100% at the start, until you're allowed to leave the Solar system.

Not until you talk to the guy at the space station, and do what he tells you to do. After that, of course, you can do pretty much everything you feel like, including killing those damn aliens who have been abducting people and stuff.

I haven't tried bench-pressing in a long time. I can crush a pop can with my bare hand, though.
