Set the waterfalls layer var to a higher value than a mobs layer var. Make sure the sections of waterfalls players can walk behind are non-dense.

If you didnt understand what he said at all at the end of the code put somthing like this

turf/waterfall
icon = 'icon.dmi'
icon_state = "youriconstatehere"
