Improper spelling, links that lead to IP addresses rather than ebay.com, I would think they could make a more convencing email than this.
I got something similar.

Doesn't look anything like an eBay email.
The page asks for a social security number as well. That says scam all over it.

I filled it out with comepltely fake information. I tricked the scammer! hahahaa
