Go read a guide. Or a source code of some game. Dont rip it though, just read through it. Oh and your screen follows your mob by default.

You can't be trying that hard to learn seeing as this is the kinda thing thats easily found in all the resources available to you -.-; Please go read through the tutorials and things, it'll help you so much. Short answer: Not with BYOND. I know some people have worked on them, but in all honesty BYOND isn't really designed for that sort of game. The result will be unsatisfactory.
