I have a dual screen set up, one screen on a monitor and another on a TV. It helps me organize programs by putting them on another screen, but my taskbar is still clogged. Is there any way to have two taskbars, or even an alternative to the taskbar? Thanks.

There is something called RocketDock. I don't know how much it might interest you, but I love it. It's a lot less annoying than StarDock's dock and MacOS's dock. It can be used like a TaskBar. Plus, it's free.

No, he already has two monitors working, he wants a taskbar for each. His problem is that he has too much open for one taskbar alone, and it would be much more logical to have a taskbar for each screen, where the applications whose primary location is that monitor will show up. His request is a simple one, but I am uncertain if there is a solution.

There is, if you have a NVidia graphics card.

It's actually a common feature for any video card that supports more than a single monitor.

as well as a common built-in feature of most modern Linux GUI's when using more than one monitor. :)

Try getting Ultramon it allows you to have a second taskbar on your second screen. When you move items to the other screen they will only be in that screens taskbar. I use it all the time.
