Edit your member site > Manage Guild. Should be clear after that (it's both the forum and the guild info setup)

Your member site (or a different one, if you've got a membership for another key) can become a guild by editing the site from the menu bar at the top, and activating the guild. From there, you can set up ranks, privileges, forums, and decide things like if you'll automatically accept new members or make them apply.
