How defined does the exit need to be? Does it have to be a solid, defined exit? Or can it be created during gameplay?

Point of a maze is to challenge the player to see if they can find a way out. How they find the way out is largely up to your imagination. Example: The player has to find and drink three potions in the right order in order for the exit door to appear. If they drink them in the wrong order the maze will reconstruct itself.
Updated the main contest post based on everyones feedback. See bottom of that post for summary of edits. Realize that we can't make everyone perfectly happy so hopefully these revisions are acceptable by the majority of the people. The rules will lock down in about 12 hours from now.
Oh my, 3 weeks, I might have to change my game idea, I was banking on the idea that I could work on this on the side... I don't really get why people even complained about the time frame, if you don't need all that time, just don't use it.
Find it weird just cause you see that the time frame is large and think that means your expected to spend all that time doing it. just means you have more time. some people can do this in 1 day some 4 some 30. funny how alot of people think ...

I have a life, silly, so I am probably not going to spend more than 20 hours a week on this. I sure as hell am not going to do what I did for Oasiscircle's GiaW back in August, when I spent 16 hours a day for every day of the week. Despite how fun that was, I don't have the time for that anymore.

This is actually my first time in months visiting the BYOND website.
I just happened to stumble across this via facebook. I'll probably whip something sexy up for this.

Where's the boundary of 'game must be written in DM' set? Is call() to outside DLLs forbidden, restricted, or an open slather?

Well then what's the point if you're not going to put effort into it just because it's a BYOND contest. That's the exact attitude this website or I doubt the O.P didn't need. Why offer money and try to encourage the community's creativity if the contestants are going to give garbage results because of garbage effort? Who gains anything there? Only several contestants actually consistently do it right, D4RK3 54B3R happens to be a great example, because he has consistently shown results of a good product, not limited by that dumb BYOND concept, you have.
I've been working on something that would fit nicely into this, pity about having to turn over the source files. Plenty of time to work up something new though, very interested to see the submissions.
Cubanbling, don't be discouraged because I have shown interest in this contest. I might show consistent results when I actually submit an entry, but I also consistently end up not submitting entries because of poor time management and a few other things.

I might not even yield a product by the time the contest deadline rolls around.

For two game contests since the past year, Oasiscircle's Gi2W and Bravo1's Gi2W, I ended up not submitting an entry.

And besides, this isn't about winning or the money, it's about having fun and enjoying the challenge of designing and developing a new game around the constraints and themes.

Not to be misinterpreted but I'm not discouraged at all by that, I am praising it. If anything it would be a drive for me to compete against you. However personally I like to do things at my full potential and that takes time, time which you wont get back, time which I could spend doing other things at my full potential(I'm sure a lot other developers do as well). I felt like the original first and second place prize was a good incentive to get me and others out there to put out a project that would be worth $125, therefore adding more pressure, more competition and higher expectations. That is, if you are aiming for first place, which I believe should be the point? Since in the end, trying doesn't hurt.

Probably off-loading Maze generation to something that can handle it more efficiently than BYOND, then importing it into BYOND as text, and turning that into tiles...
