He doesn't get the name "Twinkletoes" for no reason. He's fast. Naruto needs to make a sign to summon a clone, then wait for his clone to form his rasengan. It would take even longer to form a rasenshuriken, which he would have to use sparingly. He can only pull one off without Sage Mode.
