is Anyway to Send the Announces, OOC, Say Text to the Dream Seeker Output?

What the Heck are You referring To by Saying "the Dream Seeker Output"?

If You Mean an output Control, then you use This: 
player << "text" //to the default output Control
player << output("text","control_id") //to a different output Control

However in the initial stage what you send to world.log it would be sent to world.

world.log<<"Game Started"
