is there a way to offset the mouse pointer icon so that for bigger mouse pointers, the mouse pointer will point to the actual spot on the screen it is at?

Not exactly what you're asking (...whatever that is) for, but your answer is, in the icon editor, lay a Hot Spot on your icon on the pixel that you want to register clicks at it's position.
