if you were to try to spy on ones country, and the basis of your success was based on your towns spy technology level vs. the enemies, do you think it's fair to say that because one persons is higher that they should pretty much succeed? Or that only if the person dwarfs the others skill should they have a high percentage of success...
also what things would you like to beable to do with spies to another country if say you were the leader of a country in a video game like Civilization...

Well, hackers are in CnC Generals. It is kinda neet, they are like $500 dollar people who just sit and hack which slowly increases your money. The longer they hack, the more they get out of it. Really great to have about 20 sitting right behind your base.

I totally agree, i played civilization II on the playstation for months, and I loved the whole concept of inciting revolutions, and then capturing the city while they were in chaos. When ever i got the alert: "The citizens are revolting" I always said "well, there not that bad...." (inside joke, known only to civ II players, where im from anyway) |

No matter how advanced the technology is, there is always a chance that something could go wrong with the spy mission.
This also works in reverse, no matter how primative the technology may be, there is always a slight chance that the mission can be completed.
Bribery of the other countries units, so you can take control of them. Intice riots in other peoples cities. Hack and steal money from other countries from their own bases.
Just a few ideas...
