HOW TO IMPORT ICONS FROM LIKE PAINT?

as the topic says how can i draw like a base icon on paint and make it dmi?

Ok this is a little hard and time consuming but follow these steps:
1) Select
2) Edit
3) Copy
4) Paste

You can also right click in the icon file and click import, then go down to the file type and choose all.

cool , but how to you import a big pic b/c when i do it it comes as half the pic and the other half is gone :(

Thats, because the picture is more then 32x32, you could try resizing it or just multi-tile.

I'm not sure, but I believe you can import a icon bigger than the dmi format(32x32) by having the icon made in paint saved, and then copy and pasting it, and then BYOND's auto icon-cutter will do the rest.
