Does it matter? As it´s a sun he´s trying to make. O.o??
Anyway, i would not actually use a circle/oval as a rim. Blur it and do also add more rays, with more and less intensity. That´s how i would do it ^^ |

Personally me, I think dither wouldn’t do much good. Dithering is abused by beginners and ends making things worse.
I would do some AA on the edges and you should definitely work on the line art for the whole thing. Also lower the contrast on some of the colors. |

Well in this case, "pillow shading" IMO, is not a bad idea. It's not too wrong to portray the sun's brightest light coming from the center.The problem here however, is the way he is AA'ing. I believe it's called pixel banding, but i'm not too sure. You are "outlining" instead of anti-aliasing.
You' Also might want to re-consider rendering light beams as lines. Think of light as an "aura" or "glow" of some sort. As apposed to sticks of color. Here is an Example of what i mean: Sunset scene, by Purple monkey |

before you hop onto dithering, learn what pillow shading is, and how to avoid doing it.
